Subject: Strategic Plan Public Comment – Add Long-Range Planning Staff to your Strategic Plan for economic development and voter satisfaction

Attachments: Econ Development GPU Implementation final.pdf

Dear Strategic Plan and Finance Committee,

The Calaveras Planning Coalition proposes that the County implement the strategic plan by adding three long-range
planning staff to implement the general plan using state funds for capacity expansion.

The Strategic Plan calls for safe communities, a balanced economy, workforce excellence, improved infrastructure and
resource stewardship. By implementing the general plan the County will serve all of these interests.

The General Plan Update is almost seven years old, or a third of its estimated time horizon. Unfortunately, the County
has fallen behind in implementing the plan, and completing required updates. This complicates lawful project approvals,
drives economic investment to other counties, makes it hard to compete for state funding, and thereby disadvantages
local businesses, laborers, and residents.

Local residents and voters will benefit from general plan implementation in at least three ways.
1) Completing community plans, design review standards, mitigation fee programs, and open space conservation plans
make new development more acceptable to communities while also improving resource production.

2) Once complete, implementation programs can compete for state funds to hire local businesses and laborers to
improve conditions for local residents by reducing fire risks, and by improving energy and water use efficiency to lower
utility bills. In this way the some of the tens of millions in residents’ tax dollars that leave the area every year can be
returned and invested right back here in our local economy. (For more details, our previous letter on this subject is
attached.) When those local wages are spent locally, then they enhance County sales tax revenues.

3) Increased amenities and improved infrastructure funded through state programs enhance the value of existing
residences, please existing residents and voters, and stimulate new residential construction.

Thank you for considering this request.

With Gratitude,

Tom Infusino, Facilitator
