Helping Developers Navigate the 2019 General Plan – the Checklist

One role of a County’s General Plan is to provide developers with clear guidelines, standards and practices to implement the goals of the General Plan.

“The general plan is more than the legal underpinning for land use decisions; it is a vision about how a community will grow, reflecting community priorities and values while shaping the future.”

The 2019 General Plan adopted by Calaveras County is definitively lacking in detail and clarity regarding a number of these considerations for developers. This lack of clarity leaves developers vulnerable and places an undue burden on developers to do the County’s job for them by figuring out how to implement the General Plan without guidance from the County. CAP and the CPC want to see the General Plan implemented, so we have created the Checklist for project applicants as a reference to help applicants fulfill the goals and satisfy the policies in the County’s 2019 General Plan.
