Hi Ms. Smith,
My name is Tom Infusino, and I am the Facilitator of the Calaveras Planning Coalition (CPC). We met briefly at
the Planning Department front desk in March prior to the CPC meeting with Director Sampson regarding
changes to the open space plan. I hope your work on special event permits is going well.
Regarding open space and event permits, the CPC is very concerned about large events on isolated Resource
Production lands and has been advocating for a change in the zoning code to require a permit for such events.
Our June 17, 2024, memo explaining our position is attached. Also attached are the updated permit
procedures for such events in Placer and Nevada counties, the permit requirements from a fire district, and an
article on safety at outdoor events.
Finally, attached is an email from the Calaveras Consolidated Fire Protection District. It asks that the County
include or reference in the zoning code that the fire district’s ordinances require prior notification of any public
event with over 500 people in a 12-hour period and that medical personnel attend events with over 1,000
people. They also encourage you to check with Ebbett’s Pass Fire Protection District which has a similar
ordinance. (See attached email.)
As you may know, Gina Kathan is working on some Zoning Code updates now that may be heading to the
Planning Commission this summer. Because you are the staff person in charge of special event permits, we
are wondering if you could live with our proposed changes. What other changes or approaches would you find
workable? Would you like to see Calaveras County use any of the permit conditions and/or application
procedures that are used in other counties?
Would you use additional criteria for triggering a permit requirement such as the expected attendance at the
event, the construction of tents and stages, amplified music, the preparation and sale of food, outdoor lighting
or heating, overnight stays, etc.? There may be no need for a permit for a daytime pumpkin patch event with
no more than 30 people at a time on site until sunset, but there may need to be a permit for a 100+ person
concert serving food under a temporary tent with amplified music on a stage, outdoor lighting, and space
heaters that lasts two days and has people staying overnight in RVs.
We are seeking your input, because, if possible, we would like to move forward with a proposal that staff can
strongly support and effectively implement. Thank you for your kind assistance in this matter.
With Gratitude,
Tom Infusino, Facilitator Calaveras Planning Coalition
