Proposed noise ordinance goes back to the drawing board

A proposed noise ordinance is expected to return to the Calaveras County Board of Supervisors in a month, but noise isn’t the only issue concerning one man who spoke in favor of the proposal at Tuesday’s board meeting.

Ray Hoot, who lives on Poker Flat Road near the Lake Tulloch Resort,  outlined a litany of issues surrounding the Bump V events at the resort in Copperopolis.

Hoot said Bump partygoers have cut his fence, trespassed on his yard,  abused his dogs and assaulted his son.
During the June 23 to 24 Bump V event, 14 people were arrested in the Lake Tulloch area and most of those arrests were on public intoxication charges.

Hoot said sheriff’s deputies were so busy, they told him they could not  help him at the time.

Hoot said the Bump V promoter should have to provide proper security before staging another event.

The current proposal sets the noise nuisance fines at $150 for the first offense, $250 for a second offense and $500 for a third offense.

They agreed with Sheriff’s Department officials the first time fines of  $150 wouldn’t be an effective deterrent and would like to see the amount increased in the final version.

Board Chairman Gary Tofanelli said the public would have an additional opportunity to comment on the proposed ordinance when it is brought back for reconsideration.

In other business at Tuesday’s meeting, it was announced the first phase of construction on Highway 12/26 intersection improvement project was going to bid this week and work could be finished in September.
