The Hardwood Advisory Committee is looking for a registered professional forester, as well as a member of the general public to participate in creation of an oak woodland ordinance. NOTICE OF VACANCIES FOR CITIZEN BOARDS/COMMITTEES/COMMISSIONS

NOTICE IS HEREBY GIVEN that, due to unscheduled vacancies and expiration of terms, the Calaveras
County Board of Supervisors encourages interested and qualified persons to apply for membership to the
following County committees or commissions:
Agricultural Advisory Committee
One vacancy for a term expiring 12/31/26 – District 1
One vacancy for a term expiring 12/31/26 – District 5
Legal Authority: Government Code 51239 Membership: Five members, one from each district to be
appointed by the Board of Supervisors. Must be a resident of the County and have knowledge of the
agricultural industry in Calaveras County. Term: Four (4) years. Duties: Meetings are called when
applications for Agricultural Preserves are to be reviewed, when a division of an Agricultural Preserve is
to be considered, and to review yearly production on Agricultural Preserves. The Agricultural Advisory
Committee makes recommendations to the Board of Supervisors on matters concerning Agricultural
Preserves. Meetings: Meetings are called, as necessary. Contact: Agricultural Commissioner 209/754-6505
Compensation: Mileage to meetings paid at the current County rate. Meetings are called when
applications for Agricultural Preserves are to be reviewed, when a division of an Agricultural Preserve is
to be considered, and to review yearly production on Agricultural Preserves. The Committee makes
recommendations to the Board of Supervisors on matters concerning Agricultural Preserves.
Air Pollution Control Hearing Board
One vacancy for a term expiring 12/31/2023 – Engineer

One vacancy for a term expiring 12/31/2024 – Attorney
Five members appointed by the Board of Supervisors: one attorney, one professional engineer, one of
the medical profession (skilled, trained or interested in environmental medicine, community medicine or
occupational/toxicologic medicine) or, if not available, a member of the general public and two public
members. This board conducts hearings on applications for variances from the Rules & Regulations of the
Air Pollution Control District; State of California Air Pollution Laws; takes action upon proposed compliance
schedules; and hears appeals from actions taken by the Air Pollution Control Office.
Area 12 Agency on Aging Advisory Council

The functions of the Area 12 Agency on Aging (A12AA) Advisory Council are to 1) Serve as an advisory
body to the A12AA Joint Powers Authority (JPA) Governing Board; 2) Act as an independent advocate for
older persons by taking positions on matters pertaining to Federal, State, and local policies, programs, and any legislation affecting older persons; 3) Actively seek input from the local Commission on Aging, senior advocacy organizations, elected officials, and the general public for the purpose of advocating for, or making formal presentations on issues of concern to older persons; 4) Inform local senior advocates and organizations on specific legislation pending before local, state and federal governments; 5) Disseminate information of interest and concern to older persons; 6) Be actively involved in the development and implementation of the Area Plan; 7) Establish and conduct the process to elect the two Senior Legislators as directed by CSL; 8) Support Public Hearings on the Area Plan in their respective county; 9) As requested by the Executive Director, review all proposals between the A12AA and other service organizations prior to the signing of contracts; 10) Act to review and implement any part of the Area Plan when requested to do so by the JPA Board. The Advisory Council is comprised of members from the participating counties; however, the Calaveras County Board of Supervisors has authority to assign eight (8) representatives and one (1) Provider of Service from the county. All potential applicants must attend an Advisory Council meeting prior to submitting their application to their respective County. The County will send a copy of the application to the A12AA office, the Membership/Recruitment Committee will review the application and schedule an interview with the applicant. The Committee will then send a recommendation letter to the County stating if the applicant has met all the necessary requirements and can move on with the appointment process. Members and Providers who have been appointed shall have a term of four (4) years, will be reviewed and may be reappointed as necessary. Members of the Advisory Council are required to file a Statement of Economic Interest – Form 700.
Meetings are held once a month in February, April, June, August, October and December. Most meetings
are held in Tuolumne County.

Affecting Legislation: The Area 12 Agency on Aging Advisory Council By-laws, and the Joint Powers
Agreement between the counties of Amador, Calaveras, Tuolumne and Mariposa.
Term Limit: 4-year Terms, unlimited number of Terms.
Central Sierra Economic Development District
One vacancy for a term expiring 12/31/23 – Public Member Alternate
The duties and purpose of the District are those prescribed in the Joint Exercise of Powers Agreement
executed by Member Agencies of the District. The Board of Supervisors has the authority to assign
representatives of the Board of Supervisors, its alternates, a Public Member and alternate only.
Copperopolis Cemetery District

Hardwood Advisory Committee

The Committee shall evaluate the effectiveness and progress of educational programs on hardwood
management and the effectiveness of the Calaveras County Oak Woodland Management Guidelines in
sustaining oak woodlands within Calaveras County. The Committee shall make periodic reports and
recommendations to the Board of Supervisors with regards to local oak woodlands management. Meets
as needed.

The Advisory Committee shall provide ongoing advice and recommendations regarding In-Home
Supportive Services and the Public Authority to the Calaveras County Board of Supervisors, the Governing
Body, and any administrative body in the county that is related to the delivery and administration of InHome Supportive Services. Members of the Committee are required to file a Statement of Economic
Interest upon appointment, annually and when leaving office.
The Committee meets quarterly on the last Monday, from 10:00 am – 12:00 pm, at the San Andreas Branch
Library.
Law Library Board of Trustees

Library Commission

Act in an advisory capacity to the Board of Supervisors in all matters pertaining to Library Service furnished
by the Calaveras County Free Library.

Mental Health Board

1) The local Mental Health Board shall review and evaluate the community’s mental health needs,
services, facilities and special problems. 2) Review any County agreements entered into pursuant to
Section 5650. 3) Advise the Board of Supervisors and the local Mental Health Director as to any aspect of
the local mental health program. 4) Review and approve procedures used to ensure citizen and
professional involvement at all stages of the planning process as specified in Section 5651. 5) Submit an
annual report to the Board of Supervisors and the Statewide Planning Council. 6) Make recommendations
regarding the appointment of a local Director of Mental Health Services. 7) Review and make
recommendations concerning applicants for the Board prior to approval by the Board of Supervisors.
Meetings: Meets on the first Tuesday of each month at the Behavioral Health Department Building.
Middle River Community Service

The CSD is an independent special district. The qualifications and requirements for applicants are as follows:
Applicants must be registered voters and reside within the district and must file a Statement of Economic Interest
(Form 700) within 30 days of appointment. Directors will be required to take an oath and shall adhere to open
meeting laws. The Board of Directors will consist of five directors who will be appointed by the Calaveras County
Board of Supervisors for staggered four-year terms.
Mokelumne Hill Cemetery District

The purpose is to address the continuing need to provide for the respectful and cost-effective interment
of human remains to meet the cultural, economic, religious, and social needs of California’s diverse

Murphys Cemetery District

Parks and Recreation Commission

The Commission shall advise the Board of Supervisors and assist the County Administrative Office in the
formation of policy, planning, development and operations of the County’s park and recreation system.
The Commission shall hold regular meetings, open and public, with Calaveras County at a regularly
established time and place, selected by a majority of the Commission. Special meetings may be held at
such time and places as a majority of the members may agree. All official meetings shall require a quorum
of four (4) members. Opportunity for public address shall be provided at each official meeting.
Meetings: Meets on the third Thursday of each month at 9:00 AM.
Planning Commission

Hold public hearings and make decisions and make recommendations on land use matters, including
General Plan, Zone Changes, Subdivisions, Divisions of Land, Use of Permits, Reclamation Plans and similar

Prevent Child Abuse Council

The Prevent Child Abuse Council Calaveras (PCAC) is accepting applications for council member
appointments. PCAC is committed to preventing all forms of child abuse in Calaveras County through
community partnerships, education, and events that value children, strengthen families and engage
communities.
Potential members of PCAC are representatives of agencies, businesses, faith communities, and civic
organizations or community volunteers committed to preventing child abuse and neglect in Calaveras
County. They are interested in the well-being of children, and want to invest in their growth, self-esteem
and safety. As such, potential members should want to be involved as decision-makers in the policy and
practice of child abuse prevention strategies and be willing to commit appropriate time for conducting
council duties.
Members are appointed by the Calaveras County Board of Supervisors and serve two-year terms
beginning in January. Regular meetings are held every other month (odd months) on the fourth Thursday
from 3 to 5 p.m. in San Andreas. Committee meetings and events are scheduled as necessary.

The duties of the Council shall include, but are not limited to, the following: (1) Promoting public
awareness of child abuse and neglect and the resources available for prevention, intervention and
treatment through public forums and awareness campaigns. (2) Identifying and addressing gaps in
services for child abuse and neglect situations through on-going needs assessment. The Council shall work
with other county organizations to perform on-going needs assessment regarding the prevention of child
abuse and neglect in Calaveras County. (3) Identifying and/or coordinating the provision of training
opportunities. (4) Promoting collaboration and countywide planning for the provision of child abuse and
neglect prevention services to children and youth. (5) Develop and implement a strategic plan that
addresses the prevention of child abuse and neglect in Calaveras County. (6) Support and promote the
expansion of best practices in treatment services to victims of child abuse and neglect and their families
in Calaveras County. (7) Review reports provided by staff to the council. (8) Complete fiscal report for InKind services.
Meetings: Meets on the fourth Thursday of every other month beginning July 2012, 3:00 – 5:00 p.m.
Public, Educational and Governmental (PEG) Television Commission

Rail Road Flat Cemetery District

Resource Conservation District
One vacancy for a term expiring 11/24/2026 – Representative of Water/Wastewater Industry
The RCD was approved by the Board of Supervisors and county voters to control runoff, prevent soil
erosion, enhance water distribution, improve agricultural land capabilities, and conserve water, soil, air,
and habitat and assisting residences and landowners with conservation practices. The RCD will be an
independent special district.
Per state law, the qualifications and requirements for applicants are as follows: Applicants must be
registered voters and must either (1) reside within, and own property within the district, or (2) be a
formally designated agent of a resident landowner within the district. Applicants cannot be directly or
indirectly interested in the sale of equipment, materials, or services to the RCD and must file a Statement
of Economic Interest (Form 700) within 30 days of appointment, leaving office and annually. Directors will
also be required to complete Code of Ethics training to meet the requirements of AB1234, every two years,
take an oath of office and shall adhere to open meeting laws. RCD directors will be volunteers and receive
no compensation other than expenses pursuant to Public Resources Code Section 9303, which would be
charged to the RCD.
Solid Waste Task Force

To act in an advisory capacity to the Board of Supervisors and to better improve communication and
compliance with the California Waste Management Act of 1989.

Clerk of the Board of Supervisors at the above address by 4:00 pm on December 29, 2022, to be
considered for appointment by the Board of Supervisors at the January 10, 2022 meeting of the Board of
Supervisors. If no applications are received, applications are withdrawn, or applicants do not meet
requirements, the County will continue to accept applications until the vacancy is filled.
