Developer will not pay for improvements to Olive Orchard Road

After less than 20 minutes of discussion, an almost 12-year debate over who will pay to improve a roughly one-mile stretch of Olive Orchard Road leading from Highway 26 to the Olive Orchard Estates development came to a conclusion Tuesday when a divided board of supervisors decided it would not be the developer.
