Is it the Planning Commission’s role to disregard years of public input and to rewrite the general plan update to their taste?

Shouldn’t they be building on all the work done over the last 9 years and incorporating public comments—not starting over with an emphasis on development and property rights, without a balance with public benefit?  For more thoughts on this, read M.
