“Somebody’s got it in their mind that septic tanks are terrible ... (but) I haven’t seen the science that justifies that... I’ve seen recent evidence that its not a good idea to develop on the west side of the County on ground water, particularly wells on parcels... We have 56 people hoping and praying that the price of extending CCWD water to their homes in Ranch is going to work out financially.”
